城市化与旅游产业耦合协调演化研究--以东北亚区域中心城市哈尔滨为例

摘　　要：本文以哈尔滨市2015—2020年城市化发展与旅游产业统计数据为基础,构建两者耦合发展指标体系,并采用熵值法进行指标权重的确定,建立耦合协调发展模型,对其耦合发展程度进行定量分析。结果显示:2015—2020年哈尔滨城市化与旅游产业系统耦合经历了失调时期--发展时期(勉强协调)--失调时期三个阶段,2019—2020年受到不可抗拒的外部因素影响,旅游产业的发展与城市化进程直接受阻。除了2019—2020年失调时期,2015—2019年总体发展呈上升状态。2015—2020年哈尔滨城市化与旅游产业系统存在旅游产业滞后型、城市化滞后型(旅游产业超前型)交替出现的现象,但距离评价标准中的良好或优质耦合还存在一定的差距。本文根据发展现状从产业以及企业角度提出建议:打造特色文化的区域产业集群,明确市场定位;不断调整产业优化路径,融入高新技术与时俱进;建立健全企业人力资源管理体系;企业管理者需拓宽自身宏观认知及确保企业动态能力演化持续进行。Based on the statistical data of urbanization development and the tourism industry in Harbin from 2015 to 2020,this paper constructs a coupling development index system of the two,adopts the entropy method for the determination of index weights,establishes a coupling coordinated development model,and carries out a quantitative analysis of the degree of its coupling development.The results show that from 2015 to 2020,the coupling of the urbanization and tourism industry in Harbin experienced three stages,the period of disorder,the period of development(barely coordinated)and the period of disorder,and the period from 2019 to 2020 was affected by the irresistible external environment,and the development of the tourism industry and urbanization process was directly blocked.The period from 2019 to 2020 was in a period of disorder.The overall level of development from 2015 to 2019 was on the rise.From 2015 to 2020 Harbin’s urbanization and tourism industry have the phenomenon of tourism industry lagging,urbanization lagging(tourism industry overtaking)alternately,but there is still a certain gap from the good or high-quality coupling in the evaluation standard.Based on the current development situation,this paper puts forward suggestions from the perspective of industries and enterprises,creating regional industrial clusters with distinctive cultures,clarifying market positioning,continuously adjusting the paths of industrial optimization,and integrating high-tech to keep pace with the times,establishing a sound enterprise system for human resource management.broadening the macro-perceptions of the enterprise managers and ensuring that the dynamic evolution of enterprise capabilities is ongoing.
