“双碳”目标下成都经济高质量发展路径探索  

Exploring the Paths of Chengdu’s High-quality Economic Development under the Goals of Carbon Peak and Carbon Neutrality

摘　　要：在“双碳”目标下,为更好地推动成都市经济高质量发展,本文基于创新、协调、绿色、开放、共享以及提质增效六个维度构建指标体系,并对成都市经济高质量发展的现状进行综合测算。测算结果显示,2003—2021年成都市经济高质量发展水平显著稳定提升,六个分项指标的发展水平呈现不平衡状态,成都市经济高质量发展在绿色共享维度具有优势,开放和提质增效后发展优势显著,协调、创新维度是发展短板。相关性分析的结果显示:分项指标对经济高质量发展的作用强度和作用阶段存在显著差异,相对创新、开放、提质增效,绿色共享维度对经济高质量的正向促进作用更持续稳定;而协调指标在研究期内显示出对经济高质量发展的抑制趋势,发展潜力有待提升。在“双碳”目标下,成都市应以创新、协调、绿色、开放、共享以及提质增效的全面发展为着力点,提升经济发展质量。To better promote Chengdu’s high-quality economic development under the goals of carbon peak and carbon neutrality,this paper constructs an indicator system based on the six dimensions of innovation,coordination,green,openness,sharing,and quality enhancement and efficiency improvement,and makes a comprehensive measurement of the current situation of Chengdu’s high-quality economic development.The results show that the level of Chengdu’s high-quality economic development has increased significantly and steadily from 2003 to 2021,and the development level of the six sub-indicators shows an imbalanced state.Chengdu’s high-quality economic development has an advantage in the greenness and sharing dimension,and it has a significant advantage in the development of openness and quality enhancement and efficiency improvement,while coordination and innovation are shortcomings of the development.The results of correlation analysis show that there are significant differences in the intensity and stage of the role of sub-indicators in the high-quality development of the economy.Compared with innovation,openness and quality enhancement and efficiency improvement,the dimensions of green and sharing have a more sustainable and stable positive effect on the high-quality development of the economy,while the indicator of coordination shows a tendency of inhibiting the high-quality development of the economy during the study period,and the potential for development needs to be improved.Under the goals of carbon peak and carbon neutrality,Chengdu should focus on the comprehensive development of innovation,coordination,green,openness,sharing,quality enhancement and efficiency improvement to improve the quality of economic development.
