私人数字货币与央行数字货币的关系解构

摘　　要：随着技术进步和经济发展,私人数字货币横空出世,对既有的国家货币发行机制提出挑战,央行数字货币由此应运而生。私人数字货币和央行数字货币之间存在彼此竞争、相互补充的复杂关系。竞争层面,央行数字货币可对冲私人数字货币带来的风险挑战,并防范私人数字货币的过度衍生。私人数字货币在国际结算、跨境支付领域蚕食央行数字货币的交易体系,甚至会形成数字货币区,与央行数字货币分庭抗礼。互补层面,央行数字货币可兼容私人数字货币的技术,私人数字货币可借鉴央行数字货币技术特性实现社会共识机制。央行数字货币通过为私人数字货币提供信用“背书”、稳定加密币的币值、完善稳定币的功能,使得私人数字货币之间有效互通。央行数字货币与稳定币结合形成数字版货币提款权,补充私人数字货币的支付功能。With technological advancement and economic development,private digital currencies have emerged and challenged existing national currency issuance mechanisms,leading to the emergence of central bank digital currencies(CBDCs).There exists a complex relationship of competition and mutual supplementation between private digital currencies and CBDCs.On the competitive front,CBDCs can hedge against the risks posed by private digital currencies and prevent their excessive proliferation.Private digital currencies may erode CBDCs' transaction systems in international settlements and cross-border payments,potentially forming digital currency zones and competing directly with CBDCs.On the complementary front,CBDCs can be compatible with the technology of private digital currencies,while private digital currencies can draw on the technological features of CBDCs to achieve social consensus mechanisms.CBDCs can effectively interconnect private digital currencies by providing credit endorsements,stabilizing the value of digital currencies,and enhancing the functionalities of stable currencies.By combining CBDCs with stable curreicies,a digital currency withdrawal right is formed,supplementing the payment functions of private digital currencies.
