摘 要:各级政府官员在现代环境治理中扮演重要角色,地方官员异地调任的职业轨迹在任职地之间形成了一种空间关联网络,是影响区域碳排放差异的重要因素。基于网络的视角,利用2008—2017年地级市市长和市委书记的个人履历信息构造了官员流动的空间网络,并借助社会网络分析法和空间计量模型识别了官员流动对地方碳排放的空间网络关联效应及网络的影响机制。研究发现:官员流动对地方碳排放存在显著的空间网络关联效应,即官员任职地之间的碳排放绩效存在显著的空间关联性,总体上官员流动网络对地方碳排放水平有显著降低作用。进一步研究发现,在官员“流入地”、低碳试点城市、经济发展水平较高的城市以及产业结构更轻型化的城市中,官员流动网络的碳减排效应更显著。机制分析表明,官员流动网络能够显著推动城市创新在网络关联城市间扩散,但对环境规制的扩散作用不显著,最终能够通过促进地方环境规制水平、改善城市创新环境来降低地方碳排放水平。该项研究为网络治理理论的有效性提供了经验支持,同时也拓展了经济地理空间关联及其社会经济影响研究的内涵,为中国实现“双碳”目标提供了有效干预点,对完善现代环境治理体系具有重要理论与现实意义。The officials at all levels of government play an important role in modern environmental governance,and the career trajectories of local who are relocated form a spatially linked network between their places of employment,which is an important factor influencing regional carbon emission differences.This paper constructs a spatial network of official mobility based on the biographical information of mayors and party secretaries from 2008 to 2017.And we identify the spatial emission reduction effect of official mobility on local carbon emissions and its mechanism using social network analysis and spatial econometric model.The results show that:First,there is a significant spatial network correlation effect of official mobility on local carbon emissions,that is,there is a significant spatial correlation between the carbon emission performances of officials.Second,overall officer mobility networks have a significant reduction in local carbon emission levels.Third,further study found that the carbon reduction effect of the official mobility network is more significant in the"inflow"of officials,lowcarbon pilot cities,cities with higher levels of economic development,and cities with lighter industrial structures.Fourth,the mechanism analysis shows that the official mobility network can significantly promote the diffusion of urban innovation among network-linked cities,but the diffusion effect on environmental regulation is not significant.Moreover,it can reduce the level of local carbon emissions by promoting the level of local environmental regulations and improving the urban innovation environment.This research provides empirical support for the validity of the theory of network governance,and also provides effective intervention points for China to achieve"double carbon"goals,which have important theoretical and practical significance for improving the modern environmental governance system.
