全过程人民民主视阈下的邻避型矛盾纠纷治理

摘　　要：全过程人民民主是全链条、全方位、全覆盖的人民民主。它可以为邻避型矛盾纠纷的治理提供价值导向、制度基础和实践路径。从全过程人民民主视角来看,目前我国邻避型矛盾纠纷及其治理存在治理过程方面民主参与不足、需求表达与满足方面政社供需失衡、治理参与主体方面民主覆盖不全等问题。从意识—制度—能力三个角度来挖掘原因,应从增强治理主体的民主意识、完善多维度的民主治理体制机制、畅通多层次的民主沟通渠道、丰富利益补偿方式、提升政府官员的能力素质等方面来寻求解决邻避型矛盾纠纷的对策。The whole-process people′s democracy is the whole chain,all-round and comprehensive coverage of people′s democracy,and can provide value orientation,system foundation and practice path for the management of NIMBY conflict and dispute.First of all,from the perspective of the whole-process people′s democracy,there are currently some problems in NIMBY conflict and dispute and its governance in our country,such as insufficient democratic participation in the governance process,imbalance between the supply and demand of the government and the community in terms of demand expression and satisfaction,and incomplete democratic coverage of the participants in governance.Secondly,we can explore the reasons from three angles:consciousness,system and ability.Finally,we should strengthen the democratic consciousness of the governing body,improve the multi-dimensional democratic governance system and mechanism,smooth the multi-level democratic communication channels,enrich the way of interest compensation,and improve the ability and quality of government officials to find solutions to the NIMBY conflict and dispute.
