“三孩”政策背景下农村计划生育家庭老年人社会保障问题研究——以广西桂林市为例

摘　　要：计划生育政策作为我国近半世纪以来长期坚持的一项制度,影响深远。在“三孩”政策及其配套措施出台以及我国人口老龄化进程不断加快的背景下,当前农村计划生育家庭的社会保障水平、奖励扶助标准较低,难以满足计划生育夫妇的养老、医疗等社会保障需要。不断完善农村计划生育家庭老年人的社会保障制度,提高保障水平和奖励扶助标准使其达到与当前经济社会发展相适应的水平,不仅能够帮助这类家庭中的老年人安享晚年,也将在生育方面对当代育龄夫妇起到正面的激励作用。As a system that China has adhered to for nearly half a century,the family planning policy has far-reaching influence.Under the background of the introduction of the“three-child”policy and its supporting measures and the accelerating process of China's population aging,the current social security level and incentive and support standards of rural family planning families are low,and it is difficult to meet the social security needs of family planning couples such as pension and medical care.To constantly improve the social security system for rural family planning families,and to raise their security level and the standards of encouragement and support to a level commensurate with the current economic and social development,will be a positive incentive for the current generation of couples of childbearing age.
