摘　　要：在我国,PPP项目绩效评价还处于起步阶段,各行业亟需构建行业所属的PPP项目绩效评价指标体系用于评价PPP项目绩效,以推进PPP项目发展。本文通过对生活垃圾焚烧处理PPP项目全生命周期内容的深入研究,根据生活垃圾焚烧处理项目的特点,从全生命周期角度选取项目绩效评价指标,采用层次分析法、专家调查法给出指标权重,建立具有行业针对性的生活垃圾焚烧处理PPP项目绩效评价指标体系,可应用于生活垃圾焚烧处理PPP项目的全过程绩效评价或各阶段绩效监测中。In China,PPP project performance evaluation is still in its infancy,and various industries urgently need to establish a scientific and reasonable PPP project performance evaluation index system to promote the development of PPP projects.Through in-depth research on the full life cycle capacity of domestic waste incineration PPP projects,this paper comprehensively selects performance evaluation indicators based on the characteristics of domestic waste incineration projects,uses analytic hierarchy process and expert survey methods to give indicator weights,establishes a performance evaluation indicator system for domestic waste incineration PPP projects that is industry-specific,scientific,and complete,It can be directly applied to performance monitoring or overall evaluation at various stages of the life cycle of a domestic waste incineration PPP project.
