摘　　要：从某设计院承接的152个工程总承包项目中挖掘典型案例,并分析费率模式下总承包项目产生定价纠纷的原因;在此基础上,从发包人、财政评审单位、承包人等多个利益相关方角度进行分析,提出将财审工作移至概算阶段、采用模拟清单招标、建立健全政府材料(设备)公共询价平台、以共同招标结果计取合理费用等建议,以期减少总承包项目的定价纠纷,推动工程总承包模式优势的充分发挥。This article explores typical cases from 152 EPC projects undertaken by a design institute,and analyzes the causes of cost disputes arising therefrom from the perspectives of multiple stakeholders such as the employer,financial evaluation unit,and contractor.Finally,proposes suggestions of moving the financial review work to the budget estimation stage,adopting simulated list bidding,establishing and improving a public inquiry platform for government materials(equipment),and calculating reasonable costs based on the results of joint bidding,in order to reduce the pricing disputes and truly exert the investment advantages of EPC projects.
