摘　　要：运用应急物流理论,以可靠度作为衡量石油供应网络绩效的指标,构建战略石油储备的重要性测度,推导出战略石油储备规模限制和石油供应中断两种场景下的战略石油储备布局优化模型。所建模型有助于提高战略石油供应链网络的可靠度水平,可供决策者在制定战略石油储备规划时参考使用。This paper develops a model for optimizing strategic petroleum reserve based on contingency logistical theory.The reliability of the petroleum supply chain is regarded as performance index.The importance measure of the strategic petroleum reserve is developed.A series of strategic petroleum reserve model are construct under different scenarios,which improve the reliability of the petroleum supply chain and help policy makers to plan the strategic petroleum reserve.
