摘  要:按照2023年全国水利工作会议要求,全面检视七大江河防洪规划实施情况,深入分析我国大江大河防洪水库建设情况、存在问题和建设需求,以及当前影响防洪水库功能实现的制约因素和短板,按照党的二十大报告关于“优化基础设施布局、结构、功能和系统集成,构建现代化基础设施体系”要求,以推动新阶段水利高质量发展和完善流域防洪工程体系为导向,提出了优化防洪水库布局和功能的对策建议,以期为新时期我国流域现代防洪减灾体系建设提供参考借鉴。In accordance with the requirements of the 2023 National Water Conservancy Work Conference,this study conducts a comprehensive review of the implementation of flood control planning for the seven major rivers.It deeply analyzes the construction status,existing problems,and construction demands of flood-control reservoirs for major rivers in China,as well as the current constraints and deficiencies affecting their functional effectiveness.Guided by the call to“optimize the layout,structure,function,and system integration of infrastructure and build a modern infrastructure system”in the 20th National Congress of the Communist Party of China report,this research aims to promote high-quality water conservancy development in the new era and improve the flood-control engineering system in river basins.The study proposes countermeasures and recommendations for optimizing the layout and function of flood-control reservoirs,providing valuable references for the construction of a modern flood control and disaster reduction system in China’s river basins in the new era.
