“两山转化”视角下乡村精英助推乡村振兴研究——基于永泰县芹草村的实践

摘　　要：乡村精英是践行“两山”理念,推进乡村振兴的能动者,也是助力乡村发展的重要力量。研究以永泰县芹草村为案例地,采用纵向单案例研究法,分析“两山转化”视角下精英助推乡村振兴过程,得出如下启示:精英参与过程经历了“个体精英探索—精英群体经营—精英团队助力—精英团队推进”4个阶段,精英依据乡村发展阶段,转变参与模式,具有明显的群体性、计划性、主动性和示范性;乡村振兴应立足于乡村自身特点,制定发展规划,利用乡村发展正反馈效应,提高精英参与积极性,从而发挥乡村精英持续助推乡村振兴的积极作用;内外部精英相结合,促进乡村实质性发展,探索生态产业化和产业生态化,在“绿水青山”转化为“金山银山”的同时实现乡村振兴。Rural elites are not only the agents who practice the"Two Mountains"concept and promote rural revitalization,but also an important force in assisting rural development.With Qincao village in Yongtai county as a case,this study adopts a longitudinal single case study to analyze the process of rural elites boosting rural revitalization from the perspective of"Transformation of Two Mountains".It is found that the process of elite participation has gone through four stages:"individual elite exploration-elite group management-elite team support-elite team promotion".According to the stage of rural development,elites have changed their participation mode,which is distinctly group-based,planned,proactive and exemplary.Rural revitalization should be based on the characteristics of the countryside,formulate development plans,make use of the positive feedback effect of rural development,and increase the enthusiasm of elite participation,thus giving full play to the positive role of rural elites in sustainably contributing to rural revitalization.Meanwhile,this study also suggests combining internal and external elites to promote the substantive development of the countryside,exploring eco-industrialization and industrial ecologization,and realizing the revitalization of the countryside while transforming the"lucid waters and lush mountains"into"gold and silver mountains".
