摘 要:《巴黎协定》的通过标志着全球气候治理“自下而上”机制的形成。作为全球人口及碳排放最集中的地区之一,东北亚地区如何建立和发展区域性气候治理合作机制备受关注。然而,气候变化形势严峻的东北亚地区并未形成一体化程度较高的气候治理合作机制,存在着合作机制协调性不够、实效性不高、受政治和地缘因素影响较大等问题。在此背景下,东北亚地区可以加强与国际社会的交流和合作,借鉴其他地区的气候治理合作机制,在国际气候治理框架下建立具有实际操作性的协调机制,充分发挥地方政府和非政府组织的作用,加强技术创新与合作,促进东北亚地区形成深层次、多渠道的区域气候治理新格局。The adoption of the Paris Agreement marks the formation of the“bottom-up”mechanism of global climate governance.As one of the most concentrated areas of population and carbon emissions in the world,how to establish and develop a regional climate governance cooperation mechanism in Northeast Asia has attracted much attention.However,Northeast Asia,where the climate change situation is grim,has not formed a highly integrated climate governance cooperation mechanism.There are problems such as insufficient coordination,low effectiveness,and greater influence by political and geographical factors.In this context,Northeast Asia can strengthen exchanges and cooperation with the international community,learn from the climate governance cooperation mechanisms in other regions,establish a practical and operational coordination mechanism under the framework of international climate governance,give full play to the role of local governments and non-governmental organizations,strengthen technological innovation and cooperation,and promote the formation of a new pattern of deep-seated and multi-channel regional climate governance in Northeast Asia.
