双重身份“政策企业家”如何推动政策议程设置?——以政协委员提案为例

摘　　要：“两会”提案是我国政策议程设置的一个重要来源,人大代表和政协委员往往可以通过提案和建议推动重要议题进入政府决策过程。那么,如何在理论层面归纳和解释这种政策议程设置机制?既有研究尚未能够给出准确回答。本文以多源流理论为主要视角,以角色理论和政策企业家理论为基础构建初始框架,通过对某政协委员“兴建儿童公园”的提案案例进行生动刻画,提出理论解释尝试回答上述问题,并与既有理论展开对话。研究结果表明,政协委员等“具有双重身份的政策企业家”能够累积多种角色资源,通过优化配置和合理利用角色资源来活跃于不同源流之中,从而推动源流的发展与汇合,最终促成政策议程设置。本文导出的“基于角色资源的多源流分析框架”能够为中国情境下充分发挥政策企业家在议程设置中的积极作用提供有益参考。The"two sessions"proposal is an important source of China's policy agenda setting,and NPC deputies and CPPCC members can often promote important issues into the government decision-making process through proposals and suggestions.So,how to summarize and explain this policy agenda-setting mechanism at the theoretical level?Existing research has not been able to give an accurate answer.This paper takes the multi-source theory as the main perspective,builds the initial framework based on the role theory and policy entrepreneurship theory,vividly depicts the proposal case of a CPPCC member"building a children's park",puts forward theoretical explanations to try to answer the above questions,and has a dialogue with existing theories.The research results show that"policy entrepreneurs with dual identities",such as CPPCC members,can accumulate multiple role resources,and be active in different sources and streams by optimizing the allocation and rational use of role resources,thus promoting the development and convergence of sources and streams,and ultimately promoting the setting of policy agendas.The"multi source flow analysis framework based on role resources"derived in this paper can provide a useful reference for giving full play to the positive role of policy entrepreneurs in agenda setting under the Chinese context.
