摘　　要：《关于加强科技伦理治理的意见》(简称《意见》)明确了科技伦理治理的价值取向、责任主体、治理体系和制度保障。高职学报应该高度重视科技伦理治理工作,强化科技伦理意识,从当好“把关者”、做好“引导者”、成为“服务者”等方面着手,加强科技伦理制度建设和能力建设,以应对办刊过程中面临的任意署名、剽窃、伪造、篡改、数据造假、一稿多投、拆分出版和重复发表等学术不端行为,以及“关系稿”“人情稿”等有悖科技伦理的现象,并提升编辑人员的相关能力水平,补齐相关机制短板,积极主动地开展科技伦理治理工作。The Guidelines on Strengthening Governance of Science and Technology Ethics(referred to as the Guidelines)clarifies the value orientation,responsible parties,governance system,and institutional guarantees of governance of science and technology ethics.Higher vocational journals should attach great importance to the governance of science and technology ethics,strengthen the awareness of science and technology ethics.Starting from serving as“gatekeepers”“guides”and“service providers”,they should strengthen institution construction and capacity construction in science and technology ethics,so as to cope with academic misconducts such as arbitrary attribution,plagiarism,forgery,tampering,data falsification,multiple submissions,split publication,and repeated publication in the process of publishing,as well as phenomena against science and technology ethics such as“relationship manuscript”and“human relations manuscript”.In addition,the ability level of editors should be improved,the shortcomings of relevant mechanisms should be made up,and governance of science and technology ethics should be actively carried out.
