摘 要:本研究以上海市嘉定区162名中小学党政干部为样本,采用自编的《中小学党政干部治理能力测评问卷》,对中小学党政干部治理能力进行了问卷调查。调查发现:整体而言,中小学党政干部的治理能力处于较高水平,但管理创新力与学校规划力相对较弱,且他们对某些具体治理能力重要性的认识还有待提升;从学段来看,小学段党政干部的治理能力相对较好,且整体上呈现出从小学到高中随学段上升而递次下降的趋势;从职务来看,党政“双肩挑”干部治理能力相对较好;从任职年限来看,任职4—10年党政干部治理能力相对较好;从关联度来看,中小学党政干部的治理能力与其治理效能感、办学绩效感均显著相关;从学习需求来看,中小学党政干部普遍具有提升治理能力的需求,倾向于实践取向的、参与式的、具身性的学习培训。为提高中小学党政干部的治理能力,建议教育行政部门要从党政干部和治理能力两个维度细化党政干部培养方案,提升培训的针对性和有效性。This research conducted a questionnaire survey on the governance capability of 162 party cadres and principals in primary and secondary schools in Jiading District,Shanghai.The survey utilized a self-designed“Questionnaire for the Evaluation of Governance Capability of Party Cadres and Principals in Primary and Secondary Schools”.The findings revealed that,overall,the governance capability of party cadres and principals in primary and secondary schools was at a relatively good level.However,there were weaknesses in terms of innovation in management and school planning,and there is room for further improvement in their understanding of the importance of specific governance capabilities.Regarding different educational stages,the governance capability of party cadres and principals in the primary school stage was relatively stronger,and there was an overall trend of decreasing capability from primary school to high school.In terms of positions,those with“dual responsibilities”(who serve as both the party secretary and principal in a school)displayed relatively better governance capability.In terms of years of service,party cadres or principals with 4-10 years’experience exhibited relatively better governance capability.The study also found significant correlations between their governance capability,the perception of governance effectiveness,and school performance.In terms of learning needs,party cadres and principals in primary and secondary schools displayed a general enthusiasm for learning improvement and showed a preference for practical,participatory,and experiential learning and training style.To enhance the governance capability of party cadres and principals in primary and secondary schools,it is recommended that educational authorities develop targeted and effective training programs by refining the cultivation schemes from the perspectives of both party cadres and principals and governance capabilities.
