摘  要:针对目前航天测运控任务完成质量评价主要集中在设备运行质量、资源调度能力评估等方面,缺乏从用户申请提交到执行效果反馈的全过程闭环评价问题,区分地面资源完成测控、数传两类任务质量情况,从设备跟踪任务质量情况、资源调度系统保障用户资源使用需求情况、用户对执行效果反馈及自身行为评价3个环节构建分类分层的评价指标体系。采用1-9标度法确立指标权重,研究对不同类型任务完成质量的综合评价,并利用实例验证所构建指标体系的可行性。为标准化、精细化评价地面资源保障航天测运控任务质量提供理论依据,并给出质量改进相关参考建议。The current quality evaluation of aerospace tasks mainly focuses on the quality of equip-ment operation,evaluation of resource scheduling ability and other aspects,and the closed-loop e-valuation throughout the entire process from user application submission to execution effect feedback is lacking.Categorizing the quality of ground resources into completing TT&C tasks and data trans-mission tasks,a classified and layered evaluation index system was constructed from three aspects:the tracking quality of equipment,fulfilment of users’requirements by resource scheduling system,users’feedback on execution effectiveness and self behavior evaluation.The 1-9 scale method was used to establish the indicator weights,and the comprehensive evaluation of the completion quality of different types of tasks were studied.At last,examples were given to verify the feasibility of the con-structed quality evaluation index system.The index system can not only provide theoretical basis for standardized and refined evaluation of ground resources to ensure the quality of aerospace tasks,but also provide the relevant suggestions for improvement of quality.
