摘　　要：资本治理是新时代完善社会主义市场经济体制的重要议题。资本的本质、特性和行为规律决定了资本在发展过程中无法驾驭自身产生的异己力量,这也是资本治理的理论依据。现阶段,我国在生产、流通、分配、消费四个经济环节仍存在诸多资本治理的困境。要通过深化资本市场改革,健全产权保护制度,使各类资本公平有序竞争;为资本设置“红绿灯”,完善资本行为制度,规范和引导资本健康发展;健全事前引导、事中防范、事后监管相衔接的全链条资本治理体系,全面提升资本治理效能;深化监管体制机制改革,提高资本监管能力和监管体系现代化水平。Capital governance is an important issue to improve the socialist market economy system in the new era.The essence,characteristics,and behavioral patterns of capital determine that it is unable to control the alien forces it generates during its development,which is also the theoretical basis for capital governance.At present,China still faces many difficulties in capital governance in the four economic links of production,circulation,distribution,and consumption.We need to deepen the reform of the capital market,improve the system of property rights protection,and ensure fair and orderly competition among various types of capital;set up"traffic lights"for capital,improve the system of capital behavior,regulate and guide the healthy development of capital;establish a comprehensive chain of capital governance system that integrates pre guidance,in process prevention,and post supervision to comprehensively enhance the effectiveness of capital governance;deepen the reform of the regulatory system and mechanism,improve capital regulatory capabilities,and modernize the regulatory system.
