摘　　要：新型农村集体经济治理体系以保障股东利益和农民权利为逻辑起点,促进农村集体经济组织经济功能发挥,持续优化组织治理机制和政府公共服务供给,体现经济属性和社会属性统一的价值追求。当前,新型农村集体经济发展面临的治理问题依然突出。实践中,新型农村集体经济治理体系构建形成了丰富的实践探索,其经验启示是:推动政经分离要符合成本效益原则,在集体经济发展中要更好发挥政府作用,推进农民治理主体地位确立要考虑集体经济发展不平衡的现实状况。构建新型农村集体经济治理体系,应强化农民治理主体地位,完善农民参与治理的体制机制;分离基层组织职能,更好发挥农村集体经济组织的经济功能;重构市场化的组织治理机制,防止“内部人控制”;优化基层政府职责,提高政府公共服务供给水平。The new rural collective economic governance system takes the protection of shareholder interests and farmers'rights as the logical starting point,promotes the full play of economic functions of rural collective economic organizations,continuously optimizes organizational governance mechanisms and government public service supply,and reflects the value pursuit of the unity of economic and social attributes.Currently,the governance issues facing the development of the new rural collective economy are still prominent.In practice,the construction of a new type of rural collective economic governance system has formed rich practice,and its experience and inspiration are:promoting the separation of politics and economy should comply with the principle of cost-effectiveness,better playing the role of the government in the development of the collective economy,and promoting the establishment of the dominant position of farmers in governance should consider the reality of imbalanced development of the collective economy.To construct a new type of rural collective economic governance system,it is necessary to strengthen the status of farmers as the main body of governance and improve the institutional mechanisms for farmers'participation in governance,separate the functions of grassroots organizations and leverage the economic functions of collective economic organizations,restruct market-oriented organizational governance mechanisms to prevent"insider control",optimize the responsibilities of grassroots governments and improve the supply level of government public services.
