摘　　要：抗战时期,伴随抗日战争形势日趋严峻,西南一域于抗战时局而言愈发重要,而其间,久处边缘的西南少数民族备受重视,国民政府亦比以往更加关怀西南边域,对西南少数民族产生了特殊的民族认知与政策。在此种特殊的环境、认知与政策驱动下,抗战时期国民政府对西南少数民族采取了内含情感、利益、统治、政党等多重逻辑而又独特典型的政治动员,政府与边疆、汉族与少数民族等多方互动由此渐趋频繁。尽管国民政府竭尽全力地对西南少数民族进行抗战政治动员,但一个不争的事实是,其政治动员的开展状态,反映着互动过程的逻辑展开,更反映着动员失败的内在顽疾,致使其自始至终均未获得西南少数民族群体的真心认可。故此种立体、动态而又终归失败的典型动员案例,无疑对中国共产党建设中华民族共同体、铸牢中华民族共同体意识,实现民族地区共同富裕提供颇多历史殷鉴。With the increasingly severe war between China and Japan,the southwest region became more and more important during the War of Resistance,and during this period,the southwestern ethnic groups who had been on the periphery for a long time received much attention,and the National Government also cared more about the southwestern border region than before,and developed a special national understanding and policy for the southwestern ethnic groups.Driven by this special environment,cognition and policy,the National Government adopted unique and typical political mobilization with multiple logics such as emotions,interests,rule,and political parties,and the interaction between the government and the frontiers,Han people and ethnic groups became more frequent.Although the National Government did its best to carry out political mobilization for the war,it is an indisputable fact that the state of its political mobilization reflects the logical development of the interactive process,and even more reflects the inherent stubborn disease of mobilization failure,so that it has never been sincerely recognized by the ethnic groups in southwest China.Therefore,such a three-dimensional,dynamic and ultimately failed typical mobilization case undoubtedly provides a lot of historical lessons for the CPC to build the Chinese national community,forge a firm sense of the Chinese national community,and realize common prosperity in ethnic areas.
