基于CVM法的兰州炼油厂非使用价值评估及其保护利用研究

摘　　要：为深入苏联援华工业遗产的价值研究,寻求科学合理的工业遗产保护利用路径。研究选取苏联援华工业遗产兰州炼油厂为研究对象,运用条件评估法对其非使用价值进行量化评估,根据条件评估法调查的常规做法和受评估对象影响的实际人群,估算出兰州炼油厂的非使用价值为每年1.24亿元。同时,基于此次非使用价值评估对兰州炼油厂的保护利用路径进行研究。根据调查问卷结果,综合兰州炼油厂的发展脉络、所处位置及区域的工业建筑特点,对其提出综合功能开发的保护利用模式,并倡导加大社会宣传与公众参与力度及制定相关的政策引导,以鼓励公众参与到工业遗产的保护利用工作中。研究可为工业遗产价值评估及其保护利用研究提供参考。In order to further study the value of the industrial heritage assisted by the Soviet Union in China,a scientific and reasonable way to protect and utilize the industrial heritage is determined.In this study,Lanzhou Oil Refinery,an industrial heritage aided by the Soviet Union,was selected as the research object.The non-use value of Lanzhou Oil Refinery was quantitatively assessed by the conditional assessment method.According to the conventional methods of the conditional assessment method and the actual population affected by the assessment object,the non-use value of Lanzhou Oil Refinery was estimated to be 124 million yuan per year.At the same time,based on the non-use value assessment,the protection and utilization path of Lanzhou oil refinery is studied.According to the results of the questionnaire,the protection and utilization mode of comprehensive functional development of Lanzhou Oil Refinery is proposed based on its development context,location and regional characteristics of industrial buildings,and the strengthening of social publicity and public participation is advocated and relevant policy guidance is formulated to encourage the public to participate in the protection and utilization of industrial heritage.The research can provide reference for the evaluation of industrial heritage value and its protection and utilization.
