摘  要:位在台湾地区中心地带的埔里,最初仅有埔番与眉番在此居住,清嘉庆年间发生郭百年事件后,为求自保而招平埔族来此同居共垦,却造成自身的衰微。道光年间,地方官员有意经理开发埔里,但被朝廷以治安疑虑而否决,错失最佳的时机。直至光绪年间才开放番地,新设埔里社厅,创建城隍庙,以此象征国家统治力量的进入。由埔里地区开发的历程,不仅呈现生番、熟番、汉人的族群互动与变迁,亦可看见清朝消极的治台政策、中央与地方的隔阂,及城隍庙对于官方与民间的意义。Puli,located in the center of Taiwan region ,was originally inhabited only by Pufan and Meifan.After the Guobai incident in the Jiaqing period of the Qing Dynasty,it recruited the Pingpu people to live and cultivate together in order to protect itself,but it caused its own decline.During the Daoguang period,local officials intended to manage the development of Puli,but the central government rejected it due to the public security,which resulted in the loss of the best opportunity.It was not until the Guangxu period that the Fan people's land was opened,a new Puli Fan office was established,and the Town God’s Temple was built to symbolize the entry of the country’s ruling power.The history of the development of the Puli area not only presents the interaction and changes of the non-naturalized Fan people,the naturalized Fan people,and the Han people,but also the negative Taiwan region policy of the Qing Dynasty,the gap between the central and local governments,and the impact of the Town God’s Temple on the official and the folk.
