农村劳动力返乡就业创业现状及影响因素分析——基于河北省调研数据

摘　　要：目前,国家出台了一系列返乡就业扶持政策,鼓励和支持农民工返乡就业创业。农民工返乡就业创业局面积极向好,但返乡农民工就业创业仍存在较多问题。根据2021年7月在河北省9个市调研的56份问卷,分析返乡人口的基本情况、就业情况,探究其返乡后就业选择及其影响因素。结果表明,返乡人口回乡就业多从事农业、服务业、制造业,其就业创业选择多受外出务工经历影响,自身人力资本、家庭因素、资金限制、创业就业政策扶持等也影响了返乡劳动力创业就业选择。针对调研结果,提出增加技能培训、发展乡村产业、降低融资门槛、加大政策扶持等促进返乡人口就业创业政策建议。At present,the state has issued a series of policies to encourage and support migrant workers to return to their hometowns to find jobs or start businesses.The situation of migrant workers returning to their hometowns for employment and entrepreneurship is improving,but there are still many problems.Based on 56 questionnaires collected from 9 cities in Hebei Province in July 2021,this paper analyzes the basic situation and employment situation of returnees,and explores their employment choices and influencing factors after returning to their hometowns.The study finds that the returnees are mostly engaged in agriculture,service industry and manufacturing,and their employment and entrepreneurship choices are mostly influenced by migrant work experience.Their human capital,family factors,capital constraints,and policy support for entrepreneurship and employment also affect their choice of entrepreneurship and employment.According to the research results,this paper puts forward some policy suggestions to promote the employment and entrepreneurship of returnees,such as increasing skills training,developing rural industries,lowering the financing threshold and increasing policy support.
