摘　　要：随着我国社会经济的发展,社会福利水平不断上升,社会基本医疗保险制度不断完善,但仍然存在一些弊端。其中道德风险问题尤为严重,影响了我国社会基本医疗保险制度的发展。为了对道德风险进行约束与提供建议,本文通过探索社会基本医疗保险中道德风险的形成过程、表现形式以及基于ROCCIPI分析研究框架的应对思路创新性分析,从而推进我国卫生健康事业的不断发展。With the development of our social economy,the level of social welfare is continuously rising,the so-cial basic medical insurance system is constantly improving,but there are still some disadvantages.Among them,moral hazard is particularly serious,which has affected the development of basic medical insurance system.In order to restrict and give suggestions on moral hazard,this paper explores the formation process and forms of moral hazard in social basic medical insurance as well as the innovative analysis of response thinking based on ROCCIPIs analysis framework to promote the continuous development of Chinese health undertakings.
