新发展阶段我国推进城乡融合发展的基本内涵、主要障碍及路径选择

摘　　要：新发展阶段是全面建设社会主义现代化国家、向第二个百年奋斗目标进军的历史阶段。新发展阶段的短板在农村,关键在实现城乡融合发展,即要在保障农村优先发展的基础上,达到城乡之间更高水平、更高层次的融合状态,实现经济、政治、社会、文化和生态五方面的整体融合。现阶段城乡融合发展面临着传统城乡二元结构领导下的城乡产业发展、文化地域发展、公共基础设施与公共服务以及城乡生态发展等诸多障碍。为了进一步推动城乡融合发展,要做到以下几个方面:做好要素流通疏通工作,加快户籍制度与各项权益脱钩进程,振兴乡村文化繁荣中国文化体系,推进社会福利水平均等化,加强区域联动实现共建共治共享。The new stage of development is a historical stage of comprehensively building a modern socialist country and marching towards the second centenary Goal.The weak link in the new stage of development lies in agriculture and rural areas.The key lies in the integrated development of urban and rural areas.That is to say,on the basis of guaranteeing the priority of rural development,we should achieve a higher level of integration between urban and rural areas and realize the overall integration of economy,politics,society,culture and ecology.At present,urban and rural integrated development is faced with many obstacles,such as urban and rural industrial development,cultural regional development,public infrastructure and public services and urban and rural ecological development under the leadership of the traditional urban-rural dual structure.In order to further promote the integrated development of urban and rural areas,the following aspects should be done:do a good job in dregging the circulation of factors,accelerate the process of decoupling the household registration system from various rights and interests,revitalize rural culture and prosper the Chinese cultural system,promote the equal level of social welfare,and strengthen regional linkage to achieve joint construction,joint governance and shared benefits.
