农业科研单位科技成果转化实践与问题探讨——以河北省农林科学院为例

摘　　要：“十三五”以来,我国农业科技成果转化取得了较大成就,但整体仍远低于发达国家水平。文章以河北省农林科学院为例,梳理了农业科技成果转化成效与特点,总结了转化实践中的良好做法与成功经验,分析了目前存在的转化类型不平衡、激励政策不完善、成果转化专业人才匮乏等难点问题,并立足省级农业科研单位,从强化需求导向、构建转化发展平台、完善转化机制等方面提出了加快推进农业科技成果转化的对策建议。Since the"13th Five-Year Plan",the transformation of agricultural scientific and technological achievements in China has made great progress,but the overall level is still far below that of developed countries.Taking Hebei Academy of Agricultural and Forestry Sciences as an example,the article sorted out the effectiveness and characteristics of the transformation of agricultural scientific and technological achievements,summarized the good practices and successful experiences in the transformation practice,analyzed the existing problems such as unbalanced type of transformation,imperfect incentive policies,and lack of professional talents for the transformation of achievements,etc.,and put forward countermeasures and suggestions based on the provincial agricultural scientific research institutes for accelerating the transformation of agricultural scientific and technological achievements in terms of strengthening the demand orientation,constructing the transformation and development platform,and perfecting the transformation mechanism.
