摘　　要：集成电路产业对国家经济、科技发展具有重要的战略意义,实证数据显示近些年来我国集成电路产业发展迅猛,但集成电路布图设计的行政管理制度还存在受理登记、确权、行政执法、政策引导扶持等方面的问题,现行制度设计无法满足当前严格知识产权保护的迫切需要,也难以发挥促进集成电路产业高质量发展的作用。为提升集成电路布图设计的管理效能,从优化受理登记制度、建立无效宣告制度、提高行政执法效率和增强政策引导扶持作用等方面提出对策建议。The integrated circuit industry has important strategic significance to a country's economic and technological development.Empirical data shows that China's integrated circuit industry has developed rapidly in recent years.However,there are problems in administrative management system of integrated circuit layout,such as acceptance and registration,rights confirmation,administrative law enforcement,policy guidance and support,etc.Current system design cannot meet the urgent need for strict intellectual property protection,nor can it play a role in promoting the high-quality development of the integrated circuit industry.In order to improve the management efficiency of integrated circuit layout design,countermeasures and suggestions from the aspects of optimizing the acceptance and registration system,establishing an invalidation declaration system,improving the efficiency of administrative law enforcement,and enhancing the role of policy guidance and support are put forward.
