资源治理视角:西部农村地区产业振兴“弯道超车”路径研究

摘　　要：党的二十大提出要全面推进乡村振兴,坚持农村产业优先发展,产业振兴是实现经济快速增长的重要途径,是巩固脱贫攻坚成果同乡村振兴有效衔接的助推器,而资源治理型的产业振兴是通过改善和治理乡村资源,促进产业高质量发展的一种新型模式。文章聚焦于西部农村地区产业振兴的“弯道超车”案例和效果,通过对甘肃省兰州市B村的实地调研,基于资源治理视角分析该村在产业振兴过程中采取的创新举措和成效,构建“党建引领——内外聚力——制度治理”的理论框架,采取基础型治理、动力型治理和保障型治理的有效措施,解决西部农村地区产业振兴过程中面临的共性问题,最后提出激活内部治理型资源,党建引领发展乡村产业、加强自身“造血”功能和完善基础设施等建议措施。The 20th National Congress of the CPC proposed to comprehensively promote rural revitalization and gave priority to the development of rural industries.Industrial revitalization is an important way to achieve rapid economic growth,and a booster to consolidate the effective connection between poverty alleviation achievements and rural revitalization.Resource-governance industrial revitalization is a new model to promote high-quality industrial development by improving and managing rural resources.This paper focuses on the case and effect of“curve overtaking”in the industrial revitalization of western rural areas.Through the field investigation of B village in Lanzhou City,Gansu Province,based on the perspective of resource governance,the paper analyzes the innovative measures and effects taken by the village in the process of industrial revitalization,and builds the theoretical framework of“Party Building Leading——Internal and External Cohesion——Institutional Governance”.Effective measures of basic governance,power governance and security governance are adopted to solve the common problems in the process of industrial revitalization in western rural areas.Finally,suggestions and measures such as activating internal governance resources,leading the development of rural industries by Party building,strengthening its self-renewal ability and improving infrastructure are put forward.
