数字经济与民航业高质量发展的耦合协调测度与评价研究

摘　　要：为探究数字经济与民航业高质量发展的互动关系,在分析二者耦合协调机理的基础上,运用耦合协调及障碍因子模型对数字经济与民航业高质量发展的耦合协调程度及其障碍因素进行了测度和诊断。结果显示:数字经济与民航业高质量发展耦合协调水平不断提升,但仍有进一步耦合协调发展的潜力;数字经济指标总体障碍度水平要高于民航业高质量发展指标,是影响二者耦合协调的主要因素;电信业务总量、电话普及率和国内专利申请授权量障碍度较高,是制约数字经济发展的主要因素,而行业总收入、中西部及东北地区与全国货邮吞吐量增长率的比值、每生产飞行小时油耗、通航机队规模则是制约民航业高质量发展的主要因素。因此,应加强民航数字基础设施建设,加快民航业数字化转型,提升民航数字化治理水平,促进二者深度耦合、协调发展。In order to explore the interactive relationship between the digital economy and the high-quality development of the civil aviation industry,based on the analysis of the coupling and coordination mechanism of the two,the coupling coordination and obstacle factor model is used to measure and diagnose the coupling coordination degree and obstacle factors of digital economy and high-quality development of civil aviation industry.The results show that the level of coupling and coordination between digital economy and high-quality development of civil aviation industry is constantly improving,and there is still potential for further coupling and coordination development.The overall barrier level of the digital economy index is higher than the high-quality development index of the civil aviation industry,which is the main factor affecting the coupling and coordination of the two.The high barriers to the development of the digital economy are the total amount of telecommunication services,the prevalence of telephone calls and the number of domestic patent applications.The main factors that restrict the high-quality development of the civil aviation industry are the total industry income,the ratio of the growth rate of the mid-west and northeast regions to the national cargo throughput,the fuel consumption per production flight hour,and the size of the aviation fleet.Therefore,it is necessary to strengthen the construction of civil aviation digital infrastructure,speed up the digital transformation of the civil aviation industry,improve the digital governance level of civil aviation,and promote the deep integration and coordinated development between the two.
