中国城乡居民精神文化消费不平衡及障碍度

摘　　要：共同富裕是物质富裕和精神富裕的统一,城乡居民精神文化消费的均衡发展是扎实推进共同富裕的重要推手。立足共同富裕背景,文章构建评价指标体系测算我国31个省份2006—2020年城乡居民文化消费不平衡程度,并对其进行障碍因子诊断。研究发现,样本期内我国城乡居民精神文化消费情况大多处于勉强协调和初级协调的阶段。东、中、西、东北四大地区城乡发展不平衡程度逐年降低;东部地区城乡居民精神文化消费不平衡程度最低,西部地区城乡居民精神文化消费不平衡程度较严重。精神文化消费条件和精神文化消费支出是阻碍城乡居民精神文化消费平衡发展的两个最主要因素;具体来说,公共文化设施水平、人均可支配收入、教育文化和娱乐价格指数、恩格尔系数和公共文化服务参与度的障碍度较高。文章根据不同地区情况提出了相应的改进建议,旨在为缩小城乡精神文化消费差距、推进居民精神生活共同富裕提供参考。Common prosperity is the unity of material prosperity and spiritual prosperity,and the balanced development of spiritual and cultural consumption of urban and rural residents is an important driving force to steadily promote common prosperity.Based on the background of common prosperity,this paper constructs an evaluation index system to measure the degree of cultural consumption imbalance of urban and rural residents in 31 provinces of China from 2006 to 2020,and diagnose the obstacle factors.It is found that:during the sample period,the situation of spiritual culture consumption of urban and rural residents in our country is mostly at the stage of reluctant coordination and primary coordination.The degree of imbalance of urban and rural development in the eastern,central,western and northeastern regions decreases year by year.The degree of imbalance of spiritual culture consumption of urban and rural residents in the eastern region is the lowest,and the degree of imbalance of urban and rural residents in the western region is more serious.Spiritual culture consumption conditions and spiritual culture consumption expenditure are the two most important factors that hinder the balanced development of spiritual culture consumption of urban and rural residents.Specifically,the level of public cultural facilities,per capita disposable income,education,culture and entertainment price index,Engel coefficient and participation in public cultural services have high barriers.Corresponding improvement suggestions are put forward according to the situation of different regions,aiming to provide reference for narrowing the gap of spiritual and cultural consumption between urban and rural areas and promoting the common prosperity of residents'spirit.
