政府投资项目代建制在成本控制中存在问题及对策研究

摘　　要：在政府投资项目中,代建制已成为一种重要的建设模式。其中,代建制的成本控制,是项目建设活动的重要环节,关系着项目是否能够顺利竣工。为此,讨论代建制的成本控制限额目标、管理方向以及三种不同代建制度下的成本管理模式,分析目前我国在代建制的成本控制模式下存在的问题,提出了优化的建议和改进的措施。最后,通过实际案例分析,得出通过有效的成本控制措施,可以在一定程度上加大对成本支出的节约力度。In government investment projects,the construction agency system has become an important construction model.Among them,cost control of the construction agency system is an important link in project construction activities,which is related to whether the project can be successfully completed.Therefore,this paper discusses the cost control quota target and management direction of the agent construction system,as well as the cost management modes under three different agent construction systems,analyzes the problems existing under the cost control mode of the agent construction system in China at present,and puts forward optimization suggestions and improvement measures.Finally,through actual case analysis,it is concluded that effective cost control measures can increase the efforts to save costs to a certain extent.
