摘  要:基于评标方法制定过程中,评标因素和权重由少量工作人员通过“经验”确定,具有较大的主观性,分析各部委自行颁布各专业的评标办法,从中总结出规律和统一性——即“综合评标法”和“经评审的最低评标价法”最为常用。同时,针对“综合评标法”的评标因素选择和权重展开全国调查,引入模糊数学法和层次分析法,构建评标因素的评价模型,达到了降低评标主观性和让评标因素权重主次分明的目的。最后,通过以厦门某小学项目为例,验证本文方法的可行性。In the process of formulating the bid evaluation method,the factors and weights of the bid evaluation are determined by a small number of staff through"experience",which has a large subjectivity.The law and unity are summarized from the analysis of the bid evaluation methods promulgated by various ministries and commissions on their own,that is,"comprehensive bid evaluation method"and"reviewed minimum bid evaluation method"are the most commonly used.At the same time,a national survey is carried out on the selection and weight of bid evaluation factors in the"comprehensive bid evaluation method",and fuzzy mathematics and analytic hierarchy process are introduced to build an evaluation model of bid evaluation factors,which achieves the purpose of reducing the subjectivity of bid evaluation and making the weight of bid evaluation factors clear.Finally,the feasibility of this method is verified by taking a primary school project in Xiamen as an example.
