电子健康码支撑医疗健康服务的实践

摘　　要：目的:解决医疗卫生机构“多卡并存、互不通用”的问题,实现医疗健康服务“一码通用”,拓展电子健康码在医疗服务和公共卫生服务方面的应用。方法:通过中心端系统建设、平台对接、医院受理环境改造、个人终端接入等,搭建电子健康码管理平台,构建卫生健康领域覆盖全生命周期的健康身份统一标识和认证服务体系。结果:支持医生和患者调阅居民健康档案和检验检查报告,实现了跨机构、跨地域就医线上线下一体化,贯穿了妇幼健康、疫苗接种、家庭医生签约等个人全生命周期健康服务,进一步拓展了卫生相关服务内容。结论:电子健康码管理平台有助于优化诊疗服务流程、深化便民惠民应用、提升卫生服务效率;未来可通过新兴技术赋能、多码集成应用、跨界融合创新等方式,进一步推进电子健康码安全、规范运行,促进“三医联动”和综合管理。Objective To solve the problem of"multiple cards co-existing but not interoperable"in medical and health institutions,and to realize the universal health service code,and to expand the application of electronic health code in medical services and public health services.Methods Through building the central system,platform docking,hospital acceptance environment transformation,and personal terminal access,the electronic health code management platform was constructed,which in turn built a unified health identity identification and certification service system covering the whole life cycle in the field of healthcare.Results Physicians and patients were supported to consult residents'health records and test reports,and the cross-institutional and cross-regional integration of online and offline medical consultation were realized,which runs through personal life-cycle of individual health services such as maternal and child health,vaccination and family doctor contracting,and further expands health-related services.Conclusion The electronic health code can help optimize the process of diagnosis and treatment services,deepen the application for the convenience and benefit of the public,and improve the efficiency of health services.In the future,the safe and standardized operation of the electronic health code can be further promoted through emerging technology empowerment,multi-code integrated application,cross-border integration and innovation,so as to promote the"three medical linkages"and comprehensive management.
