摘　　要：国际科技合作是国家总体外交的组成部分,同时也是经济建设、社会发展、科技进步的重要支撑。文章通过梳理新中国成立至今四个重点阶段国际科技合作政策的发展历程,并从合作需求、发展思路、原则与目标等方面探讨了国际科技合作政策对象、重点内容和目标的演进方式,并结合我国所处的国际形势,从提升资源配置能力、促进人才交流、加强平台建设、完善合作政策、优化合作环境等方面提出了几点建议。International S&T cooperation is an integral part of China’s overall diplomacy,and also a significant support for economic construction,social development,and S&T progress.The article aims to review the development process of China’s international S&T cooperation policies in four key stages since the founding of the PRC,and explores the evolution of the policy targets,key content and goals of international S&T cooperation policy in terms of cooperation necessity,development ideas,principles and objectives.In light of the current international situation,a few suggestions are put forward to enhance resource allocation capabilities,promote talent exchange,and strengthen platform construction.
