二十世纪五十年代中国东南沿海军事行动的经济考量

摘　　要：20世纪50年代,国民党军频繁袭扰、封锁中国内地东南沿海地区,给当地的经济民生造成严重威胁。为此,1950年至1958年人民解放军发动一系列夺岛战,两次大规模炮击金门、马祖,还开展各种常态化小型防空战、空战和护渔护航战,并谨慎、灵活地控制军事行动的时机、节奏和规模,保证东南沿海的经济发展既有安全稳定的环境,又不必承受更多的军事开支。这些军事行动极大压缩了国民党军袭扰的范围,使东南沿海大部分地区获得和平稳定的生产和海上运输环境,保证了国民经济建设的顺利进行。In the 1950s,the Kuomintang’s forces frequently harassed and blockaded the southeastern coastal region of the mainland,posing a serious threat to the local economy and the people’s livelihoods.For this rea-son,the Chinese People’s Liberation Army launched a series of island seizure operations from 1950 to 1958,conducted large-scale artillery bombardments of Jinmen and Mazu on two occasions as well as various routine small-scale air defense,air combat,and fishery and navigation protection operations,cautiously and flexibly con-trolled the timing,pace,and scale of these military operations,ensuring a secure and stable environment for the national economy while avoiding additional military expenditures.The military operations significantly reduced the scope of the Kuomintang’s military harassment,providing a peaceful and stable environment for production as well as marine transportation in most parts of the southeastern coast,and ensuring smooth progress in national eco-nomic construction.
