全行业公私合营后定息息率统一过程探析

摘　　要：1956年全行业公私合营高潮后,出于客观形势的需要,国家开始对公私合营企业的私股全面推行定息办法。在定息办法推行期间,行业企业息率的协商是在公方掌握内部方案的情况下开展的,体现了合营企业的实际权力逐步转移到国家手中。整体来看,息率标准先后经历了定息幅度1厘至6厘、区域定息统一为4厘、全国定息统一为5厘三个阶段,息率统一大致经过了行业性统一到区域性统一再到全国性统一等阶段。在息率统一过程中,私方对息率的意愿趋向保守,由合营高潮前的就高转向合营高潮后的就低,而一般行业息率则经过了由低到高的转变。两者的转变过程揭示了定息所蕴含的政治与经济含义在公私双方之间的不同考量。After the peak of industry-wide joint public-private operations in 1956,due to the objective circum-stances,the state began to implement a fixed interest rate system for the private shares in joint public-private en-terprises.During implementation of the fixed interest rate system,negotiations about the interest rates took place against the background whereby the public side controlled the internal plan,reflecting the gradual transfer to the state of actual power in the operations of public-private enterprises.Overall,the interest rate standards went through three stages:a range from 1 per thousand to 6 per thousand,then a regional standardized fixed interest rate of 4 per thousand,and finally nationwide standardization at 5 per thousand.The standardization of interest rates proceeded roughly from industry-wide standardization to regional standardization,and finally to nationwide standardization.In the process of standardizing the interest rates,the private sides tended to be more conservative in their preferences,shifting from higher rates before the peak of joint public-private partnerships to lower rates thereafter.However,general industry-wide interest rates underwent a transition from low to high.The transforma-tion of both the private and public parties reveals that there were differences between the two parties in terms of the political and economic implications of the interest rate system.
