摘 要:贯孟堤扩建工程可基本消除设计标准内黄河洪水对封丘倒灌区的淹没威胁,但势必对黄河下游防洪产生一定影响。通过计算不同工况下洪水演进、沿程水位、东平湖启用时间、分洪量及分洪历时,分析提出在百年一遇洪水条件下,贯孟堤扩建工程将在一定程度上增加下游洪峰流量、工程出险几率、东平湖淹没水深,总体对黄河防洪影响较小且可控,可通过将小浪底洪峰段下泄流量从1000 m^(3)/s调整至200~400 m^(3)/s的方式消除贯孟堤扩建工程防洪影响,且不影响小浪底水库自身防洪安全。The Guanmengdi Expansion Project can basically eliminate the flooding threat of the flood to the Fengqiu inverted irrigation area within the design standard.But it is bound to have a certain impact on flood control in the lower reaches of the Yellow River.The analysis proposes the Guanmengdi expansion project will increase the downstream peak discharge,the probability of accident and the submergence depth of Dongping Lake to a certain extent under the 100 year flood condition by calculating the flood routing,water level along the route,the opening time of Dongping Lake,the flood diversion volume and the flood diversion duration under different working conditions.The overall impact on the flood control of the Yellow River is small and controllable.The flood control impact of the Guanmengdi expansion project can be eliminated by adjusting the discharge of the flood peak section of Xiaolangdi Reservoir from 1000 m^(3)/s to 200~400 m^(3)/s,without affecting the flood control safety of Xiaolangdi reservoir itself.
