摘 要:分析唐山市雨洪资源利用中存在的降水时空分布不均、雨水集蓄工程制约、纳洪能力不足、面源污染等主要问题。对存在问题提出针对性措施,落实蓄水规划、水网建设规划等相关规划,可实现水利工程建设与雨洪资源利用有效衔接,通过大中型水库汛前、汛中、汛后优化调度主要解决降水时空分布不均问题,推进海绵城市建设,加强雨水集蓄能力建设,重点解决雨洪资源集蓄利用能力不足问题,清洁小流域治理着重解决雨洪资源受面源污染水质较差问题,这些措施为解决唐山市雨洪资源利用存在的问题提出了思路和方法,但还需根据雨洪资源形成特点,结合实际工作不断深入探讨和研究,为雨洪资源利用积累经验。The main problems of water resources and rainfall&flood resources in Tangshan City are analyzed and include the uneven tempo-spatial distribution of precipitation,the limitation of rainfall collection projects,the insufficiency of flood storage capacity and the non-point pollutions.The countermeasures should be as the following:realize the connection between hydraulic projects and rainfall&flood resources utilization by carrying out the water storage plan and river network plan,deal with the uneven tempo-spatial distribution by optimal regulating to the reservoirs in the phases of before,in and after the flood season,resolve the insufficiency of flood catch and storage by improving the sponge city construction to store more rain water,improve the water quality by carrying out clean small water basin projects.All of these countermeasures supplied thoughts and methods to resolve the problems in Tangshan city.In the future,the characters of rainfall and flood should be taken into consideration and the research&discussion should go deeper in order to accumulate experience for the rainfall&flood resources utilization.
