西部民营企业家政治参与影响机理及推进路径——以陕西省为例

摘　　要：扩大公民有序政治参与是全过程人民民主的发展方向。新时代促进区域协调发展,扎实推进共同富裕,需要平衡经济发展与民主进程,推进民营企业家有序有效政治参与,正确引导民营企业家为中国式现代化建设贡献智慧。在西部地区制度环境、营商环境、文化环境的现实基础条件下,民营企业家自身综合素质是有效政治参与的关键启动要素,地方政府服务态度和专业水平是民营企业家对政府的直接评估途径和政治信任来源,其涉企服务效能对民营企业家政治参与积极性和行为方式有直接影响,是民营企业家有序政治参与的激励引导变量。引导西部民营企业家有序有效政治参与,需要以组织参与和党建引领相结合创设积极参与环境,以“有效市场”与“有为政府”相结合推进亲清政企互动,以思想教育和精神培育相结合实现企业家政治社会化,以全民数字监督和“直播+”创新民营企业家网络参政方式。Expanding citizens’orderly political participation is the development direction of the whole process of people’s democracy.In order to promote coordinated regional development and steadily promote common prosperity in the new era,we need to balance economic development and democratic process,promote orderly and effective political participation of private entrepreneurs,and correctly guide private entrepreneurs to contribute wisdom to the Chinese-style modernization.Under the realistic basic conditions of the institutional environment,business environment and cultural environment in the western region,the comprehensive quality of private entrepreneurs themselves is the key starting factor for effective political participation,and the service attitude and professional level of local governments are the direct way for private entrepreneurs to evaluate the government and the source of political trust.Its enterprise-related service efficiency has a direct impact on the political participation enthusiasm and behavior pattern of private entrepreneurs.To guide the orderly and effective political participation of private entrepreneurs in western China,it is necessary to create an active participation environment by combining organizational participation and Party building guidance,promote the pro-clean government enterprise interaction by combining“effective market”with“promising government”,realize the political socialization of entrepreneurs by combining ideological education and spiritual cultivation,and innovate the network participation mode of private entrepreneurs by nationwide digital supervision and“live broadcast+”.
