伊犁州旅游资源法律保护制度探析

摘　　要：伊犁州^(①)独特的地域环境造就了其丰富优质的旅游资源。近年来,伊犁州政府大力实施全域旅游发展战略,充分发挥旅游资源优势,旅游业取得突破性发展,然而破坏旅游资源、污染旅游环境等问题也相半而来。利用法律手段对旅游资源开发利用行为进行科学合理的规范,是实现伊犁州旅游资源可持续发展的重要途径。分析伊犁州旅游资源开发利用现状,梳理伊犁州旅游业发展可依据的现有法律,正视其存在的问题,才能够对伊犁州旅游资源法律保护制度的进一步完善提供可资参考的思路。The unique regional environment of Yili prefecture has created its abundant and excellent tourism resources.In recent years,since the government of Yili prefecture vigorously implements the strategy for developing all-regional tourism and gives full play to the advantages of tourism resources,the tourism of Yili prefecture has achieved a breakthrough development.Nevertheless,the destruction of tourism resources,pollution of tourism environment as well as other problems also appear at the same time.It is a paramount way to realize the sustainable development of tourism resources in Yili prefecture to make scientific and reasonable norms for the development and utilization of tourism resources by legal means.Only by analyzing the current situation of the development and utilization of tourism resources in Yili Prefecture,sorting out the existing laws on which the development of tourism in Yili Prefecture can be based,and facing up to the existing problems,can we provide available reference ideas for the further improvement of the legal protection system of tourism resources in Yili Prefecture.
