西安市农村互助养老幸福院高质量发展路径研究

摘　　要：西安市农村幸福院发展已初具规模,逐步向规范化发展,在不断地探索与实践中,不断发挥为老服务的作用,但目前幸福院发展还存在规范化管理水平不高,服务人员缺乏、整体环境较差,设施设备质量急需改善、服务内容和形式单一,服务不可持续;幸运营资金普遍缺乏、多元主体参与幸福院管理与运营积极性不高、参与率较低的问题。要提升农村幸福院发展水平,促进农村幸福院向着高质量方向发展,让更多的老年人参与进来,需要找准制约幸福院发展的根本性原因,在健全安全管理制度、配备配齐专业人员、提供充足资金保障、做好培训指导等的基础上,因地制宜,精准幸福院服务功能定位,筹谋划西安市农村幸福院质量提升三年行动方案,充分发挥村集体的作用,找准载体,增强村民的凝聚力,调动老年人参与互助养老的意愿、获得村民对互助养老的支持,积极参加志愿服务活动。The development of rural happiness centers in Xi’an has gradually formed a standardization mode.In the process of continuous exploration and practice,the homes have continuously played a role in serving the elderly.However,some problems in the development of happiness centers still exist,such as low level of standardized management,lack of service personnel,poor overall environment,urgent need to improve the quality of facilities and equipment,single service content and form,and unsustainable services;There is a general lack of funds for the lucky camp,a lack of enthusiasm for multiple entities to participate in the management and operation of the Happiness Hospital,and a low participation rate.In order to improve the development level of rural happiness centers,promote the high-quality development of rural happiness centers,and appeal to more elderly people,it is necessary to seek for the fundamental reasons that restrict the development of happiness centers.On the basis of improving the safety management system,equipping professional personnel,providing sufficient financial support,and providing training guidance,we should adopt effective measures to coordinate with local conditions that the accurate services may be represented in happiness centers.The following plans are designed:a three-year action plan to improve the quality of Xi’an rural happiness homes,giving full play to the role of village collectives,finding the right carriers,enhancing the cohesion of villagers,mobilizing the willingness of elderly people to participate in mutual assistance for elderly care,obtaining support from villagers for mutual assistance for elderly care,and actively participating in volunteer service activities.
