数字政府建设能提升政府治理能力吗?——来自发展中国家(地区)的证据

摘　　要：随着全面深化改革的不断深入,中国国家治理取得了举世瞩目的成就,如何进一步推进国家治理能力与治理体系现代化成为当前的重要问题。本文采用2008-2020年135个发展中国家(地区)的数据,以双向固定效应检验数字政府建设对政府治理能力的影响、异质性特征以及制度因素的调节效应。结果表明,数字政府水平对政府治理能力有正向促进作用,经过稳健性检验后结论依然成立。异质性分析表明,在不同收入、不同区域的国家中,数字政府水平促进政府治理能力的作用存在差异。调节效应检验表明,在数字政府提升政府治理能力的过程中,制度因素起到了显著的负向调节作用。本文研究具有重要的政策启示:加快数字政府建设,构建开放共享的数字政府;加大数字基础设施投入,提升公职人员数字素养;坚持制度创新与技术发展相结合以及创建政府、企业与个人良性互动的制度环境。With the advance in comprehensively deepening reform,China’s national governance has made remarkable achievements.How to further promote the modernization of national governance capacity and system has become a critical issue.This paper uses the data from 135 developing countries and regions from 2008 to 2020 to test the impact of the building of digital government on government governance capacity,heterogeneity characteristics and the moderating effect of institutional factors based on two-way fixed effects model.The results show that digital government has a positive effect on government governance capacity,and this conclusion still holds after robustness testing.Heterogeneity analysis shows that there are differences in the role of digital government in promoting government governance capacity in countries with different income levels and in different regions.The moderating effect test shows that institutional factors play a significant negative moderating role in the process of digital government enhancing government governance capacity.This research has important policy implications:accelerating the building of an open and shared digital government;increasing the investment in digital infrastructure and improving the digital literacy of public servants;adhering to the integration of institutional innovation and technological development and creating a benign interactive institutional environment for government,enterprises,and individuals.
