摘 要:针对新能源的高比例渗透导致批发和零售市场价格产生波动问题,首先分析了电力批发市场和零售市场的运行方式和两者的作用方式,为研究电力市场价格机制建设提供理论支撑,其次通过研究批发侧电能市场价格向零售市场传导的影响因素和传导机制,明确了如何以市场化手段推动新型电力市场中的发电侧成本向用户侧传导。基于分析得出的传导机制,提出要加强终端用电价格对新能源消纳成本的反映,以提高市场效率和公平。The high proportion of penetration targeting new energy sources leads to price volatility problems in both wholesale and retail markets.Firstly,the operation mode of the wholesale electricity market and the retail market and the role mode of the two are analyzed,which provides theoretical support for the study of the construction of the price mechanism of the electricity market.Secondly,by studying the influencing factors and transmission mechanism of the wholesale side electric energy market price transmission to the retail market,it is clarified how to promote the transmission of power generation side costs in the new power market to the user side by market-oriented means.Based on the transmission mechanism obtained from the analysis,it is proposed to strengthen the reflection of terminal electricity prices on the cost of new energy consumption to improve market efficiency and fairness.
