摘 要:开展国家农业科技园区技术转移能力评价是判断区域农业产业发展质量的重要依据,同时也是衡量农业科技创新能力的标尺。本文基于技术转移理论,从资源投入、主体支撑、成果产出和经济带动4个维度构建了包含19个指标的农业技术转移能力评价体系,综合利用熵权—TOPSIS、聚类分析、障碍度模型等方法,测度了成渝地区国家农业科技园区的农业技术转移综合能力,并探究其关键制约因素。结果表明:①成渝地区园区间农业技术转移能力存在明显差异,其中主体支撑和成果产出差异最大;②将21个园区划分为引领区、稳健区和起步区三类,引领区园区受土地产出率影响最大,稳健区和起步区受开发项目数影响最大;③不同类型园区农业技术转移核心瓶颈不同,其中土地产出率是三类园区共同的制约因素。基于此,结合三类园区实际情况,提出优化园区规划布局、强化技术转移协同发展能力、加大园区资源投入、强化需求导向的成果供给的建议。The evaluation of the technology transfer capability of national agricultural science and technology parks is an important basis for judging the quality of regional agricultural industry development,and also a benchmark for measuring the innovation capability of agricultural science and technology.Based on the theory of technology transfer,this paper constructed an evaluation system of agricultural technology transfer capacity including 19 indicators from the four dimensions of resource input,main support,achievement output and economic drive.This paper measured the comprehensive capacity of agricultural technology transfer of the national agricultural science and technology park in Chengdu-Chongqing region by comprehensively using the methods of entropy weight-TOPSIS,cluster analysis,and obstacle model,and explores its key constraints.The results showed that:①There were obvious differences in the transfer capacity of agricultural technology between the parks in Chengdu-Chongqing region,with the largest differences in the main support and the output of achievements.②21 parks were divided into three categories:Leading zone,stable zone and starting zone.The leading zone parks were most affected by the yield of real estate,and the stable zone and starting zone were most affected by the number of development projects.③The core bottleneck of agricultural technology transfer varies among different types of parks,with land output rate being a common constraint factor among the three types of parks.Based on this,this paper put forward suggestions on optimizing the park′s planning layout,strengthening the collaborative development capability of technology transfer,increasing the park′s resource input,and strengthening the demand oriented supply of achievements,combining the actual situation of different types of parks.
