战略协同视域下我国市场化进程与产业升级——基于中介效应的实证分析

摘　　要：市场化进程的战略协同导向已成为新的风向标,而现有的市场化进程能否有效推动中国产业升级是一个需要考虑的新问题。基于战略协同视角,选取2009—2019年中国各省区市的数据作为样本,研究市场化对中国产业升级的影响及其潜在机制。研究表明,市场化进程的改善对我国省级产业升级具有稳定的影响;存在“市场化水平—要素流动—产业升级”的演化路径;有两条线索需要密切监测:一是“显性”营商环境的逐步优化,二是“隐性”要素流动障碍的清理,前者是抓手,后者是目的。研究得出的启示是,在市场化改革过程中,有必要高度重视营商环境的塑造,因为这不仅是地方市场化进程的重要指标,也是实现要素在不同地区之间充分流动的重要条件。The strategic synergistic guidance of marketization process has become a new vane,and whether the existing marketization process can effectively promote China’s industrial upgrading is a new issue to be considered.Based on the strategic synergistic perspective,this paper selects the data of China’s provinces(autonomous regions and municipalities)from 2009 to 2019 as samples to study the impact of marketization on China’s industrial upgrading.The research shows that the improvement of the marketization process has a stable impact on the provincial industrial upgrading of our country;there is an evolutionary path of“marketization level-factor flow-industry upgrading”.There are two clues to be closely monitored:the gradual optimization of the“dominant”business environment and the clean-up of the obstacles to the flow of“recessive”factors.The former is the starting point and the latter is the goal.The enlightenment of the study is that it is necessary to attach great importance to the shaping of business environment in the process of marketization reform,because it is not only an important indicator of the process of local marketization,but also an important condition for the full flow of elements among different regions.
