摘　　要：目的研究重庆市基层医疗卫生机构中医药服务供给效率,为优化资源配置提供政策建议。方法采用非径向超效率数据包络分析(DEA)模型分析重庆市各区县基层医疗卫生机构中医药服务供给效率及无效程度。结果2020年重庆市5个城区的基层医疗卫生机构中医药供给超效率均值为0.860,仅有10.26%的区县DEA相对有效;非DEA有效区县均存在资源投入冗余、产出不足的现象。结论重庆市基层医疗卫生机构中医药服务供给效率较低且各区域差异较大、供给相对过剩。因此,要深化供给侧改革、提高服务能力,制定合理规划、优化资源配置,提供多样化服务、减少资源浪费。Objective:To study the supply efficiency of traditional Chinese medicine services in grassroots medical and health institutions in Chongqing and provide policy recommendations for optimizing resource allocation.Method:Non-radial ultra-efficiency data envelope analysis(DEA)model was used to analyze the supply efficiency and inefficiency of traditional Chinese medicine services in grassroots medical and health institutions in all districts and counties of Chongqing.Result:In 2020,the average super efficiency of TCM supply in grassroots medical and health institutions in five urban areas of Chongqing was 0.860,and only 10.26%of the districts and counties had relatively effective DEA.The phenomena of resource input redundancy and output insufficiency exist in non-DEA effective districts and counties.Conclusion:The supply efficiency of traditional Chinese medicine service in grassroots medical and health institutions in Chongqing is low;the difference between different regions is large;and the supply is relatively excessive.Therefore,it is necessary to deepen supply-side reform,improve service capabilities,formulate reasonable plans,optimize resource allocation,provide diversified services,and reduce resource waste.
