摘 要:文章运用文献资料法、访谈法、案例分析等研究方法,对政府购买“走红军走过的路·徒步穿越大湘西”的活动现状进行研究。研究表明:该活动是一个唤醒红色记忆,赓续长征精神,突显民族文化的全面健身公共体育服务赛事活动,政府采用单一来源购买公共体育服务的方式将本次赛事活动交给承接方实施。存在体育行政部门认识偏见,导致职能转变滞后,承办主体单一、社会组织参与度不够、监督和评估执行力度不够等问题。并提出政府进一步完善购买公共体育服务的程序,完善体育社会组织的发展规划;加强第三方评价体系建设等策略,以期丰富政府购买公共体育服务的理论成果,促进政府购买公共体育服务的发展。Using the methods of literature,interview and case analysis,this paper studies the current situation of the government's purchase of"walking the road of the Red Army·walking through western Hunan".The research shows that this activity is a comprehensive fitness public sports service event that wakes up the red memory,continues the spirit of the Long March,and highlights the national culture.The government uses a single source to purchase public sports services to hand over this event to the undertaker for implementation.There are some problems,such as the cognitive bias of the sports administrative department leading to the lagging transformation of functions,the single host of sports,the insufficient participation of social organizations.It also puts forward that the government should further improve the procedures of purchasing public sports services and improve the development planning of sports social organizations;Strengthen the construction of the third-party evaluation system;Encourage the public to participate in the purchase and supervision of public sports services,with a view to enriching the theoretical results of local governments'purchase of public sports services and promoting the development of government purchase of public sports services.
