摘　　要：目的:分析医养结合政策执行的影响因素,对提高医养结合政策执行效果提出思考建议。方法:以霍恩-米特模型为框架,从六个方面对医养结合政策执行影响因素进行分析。结果:政策目标与标准不合理、政策资源不足、组织沟通与执行方式有待完善、执行机构多头管理、执行者价值导向有失偏颇以及系统环境制约等因素,影响医养结合政策执行效果。结论:为提高医养结合政策执行效果,须明确政策目标与执行标准、加强政策资源投入、改进组织沟通与执行方式、提高执行机构管理的靶向精度、正确引导价值取向、营造良好的系统环境。Objective To analyze the influencing factors of the implementation of integrated medical care and elderly services policies,and to provide suggestions for improving the effectiveness of the implementation of integrated medical care and elderly services policies.Methods Using the Horn-Meter model as the framework,the influencing factors of the implementation of integrated medical care and elderly services policies were analyzed from six aspects.Results Some factors affect the implementation effect of integrated medical care and elderly services policies,such as unreasonable policy objectives and standards,insufficient policy resources,imperfect organizational communication and implementation methods,multiple management of executive agencies,biased value orientation of executors,and system environmental constraints.Conclusion In order to improve the implementation effect of integrated medical care and elderly services policies,it is necessary to clarify the policy objectives and implementation standards,strengthen the investment of policy resources,improve the organizational communication and implementation methods,improve the targeting accuracy of the executive agency management,correctly guide the value orientation,and establish a good system environment.
