摘　　要：目的:分析公立医院高质量发展的省级层面政策文件,为政策的优化和完善提供参考。方法:从政策工具、系统论出发,构建二维分析框架,对公立医院高质量发展政策文本进行内容分析。结果:纳入分析的29份政策文本共形成3154条政策文本编码;政策工具维度中,环境型、供给型、需求型政策工具分别占61.4%、26.3%、12.2%;系统论维度中,内部子模使用较多(64.2%),外部子模使用较少(35.8%)。结论:提高需求型政策工具的使用频率,优化政策内部结构;加强公立医院精细化管理,实施创新驱动发展,构建优质高效的内部管理体系。Objective To analyze the policy texts related to the high-quality development of public hospitals at the provincial level,and to provide reference for policy optimization and improvement.Methods From the perspective of policy tools and system theory,a two-dimensional analysis framework was constructed to analyze the policy texts for high-quality development of public hospitals.Results A total of 3154 policy text codes were formed by incorporating 29 policy texts.In the dimension of policy tools,environmental oriented,supply oriented and demand oriented policy tools accounted for 61.4%,26.3%and 12.2%respectively.In the system theory dimension,internal submodules were used more(64.2%),and external submodules were used less(35.8%).Conclusion We should increase the frequency of using demand oriented policy tools optimize the internal structure of the policies,strengthen the refined management of public hospitals,implement innovation driven development,and build a high-quality and efficient internal management system.
