摘 要:当前,我国低收入人口多层次医疗保障制度存在低收入人口识别机制未完善、医疗救助效率低、商业健康保险难以融入、医疗保障各项目衔接不畅等不足,为此提出完善低收入人口多层次医疗保障制度的路径:结合大数据,完善低收入人口认定机制;加强医疗救助立法保障,加大基金监管力度;大力发展商业健康保险;强化不同项目之间的衔接互动。At present,there are some shortcomings in multi-level medical security system for low-income population in China,such as incomplete identification mechanisms for low-income population,low efficiency of medical assistance,difficulties in integrating commercial health insurance,and poor connection between various medical security projects.Therefore,this article proposes the paths to improve the multi-level medical security system for low-income population,including improving the identification mechanism of low-income population in combination with big data,strengthening the legislative protection of medical assistance and increasing the supervision of funds,developing commercial health insurance,strengthening the connection and interaction between different projects.
