摘　　要：通过政策梳理,分析公立医院资本性支出配置现状,从公立医院政府举办权和经营管理自主权的角度阐释财政资金对公立医院资本性支出的重要性,按照医联体层级和行业发展促进分配的思路提出公立医院资本性支出配置管理的建议:筹备关键资本性支出项目库,分类规划设备更新,重视项目成果展示,合理利用市场竞争性。Through policy analysis,this article analyzes the current situation of capital expenditure allocation in public hospitals,and explains the importance of financial funds to capital expenditure of public hospitals from the perspective of government ownership and autonomy in operation and management.Based on the concept of promoting distribution through the level of medical alliance and industry development,this article further proposes suggestions for the management of capital expenditure allocation in public hospitals,such as preparing a key capital expenditure project library,planning equipment updates by category,emphasizing the display of project results,and making reasonable use of market competitiveness.
